These parts together form the locking center pin. Locking center pins are used to hold the truck and car together in the event of a derailment. The lips on the three segments hook around the truck bolster and the underframe while the three sided spade is entered between them to wedge the assembled pin in the hole. The rings are used to adjust the clamping distance (distance between the lips).
